If you mean trout fishing--go back to Idaho because nothing in VA is even close. There may be some what OK fishing in south west VA but not in the same class of ID.
If you mean getting some good trout to eat -
Do yourself a favor and go to Wegman's. They have some good trout you can buy and take home and cook yourself. I have yet to find any kind of rainbow in VA that compares to what I ate when I lived in ID. If you can not cook, learn. I guess the next closest thing would be Bonefish. Coastal Flats sucks and I would not eat their trout.
I have not tried the trout at Arties but it is owned by the same group as Coastal Flats. I like the food at Arties, Sweet water, etc so my dislike of Coastal Flats trout has nothing to do with bashing the other eats.
Lake Fairfax has some if you know where to look. I'm not too knowledgeable on Trout in Virginia but if you like fishing for snapping turtles, Hidden Pond Nature Center is perfect a bit later in the year.
At the Moment perch are running in Maryland. The saying is when the dogwoods bloom, the herring run up river with the rock fish right behind them. But Now their illegal to catch.
Fishing from Roosevelt island will yield large catfish.
1 hour and 45 minutes from Dc east on 50 will bring you to the Chop tank fishing Bridge. it's free and plenty of parking. I've seen large fish caught at harpers ferry.
