With an ad buy, you're typically buying a set number of placements. Sometimes due to pre-emptions or broadcasting errors, the buyer doesn't get all of their placements so, there's some spillover.

Most buyers aren't savvy enough to specify in the ad contract that either the placements must occur within a specific time frame, i.e. prior to Christmas Day or they fail to specify that the ad copy must be reshot and/or re-recorded to feature non-Christmas themed ad content. So, we frequently end up with Christmas themed ads after Christmas.

A better question is...why do you care what others do?

Or they did specify it but the station figures they can slip it by -- I'm sure we've all seen the same ad twice in the same ad break, typically late at night when they figure nobody's gonna notice (though I assume they're supposed to report when ads were shown, so this suggests some gameplaying with that data...).
