Prosecutor: Man Wanted for Questioning in Alexandria Slayings 'a Danger;' 2 Guns Missing

Prosecutor says Charles Severance is "wanted in connection with three murders." Judge orders him held without bond; Virginia governor to swear out warrant for his arrest.

Two guns owned by a man wanted for questioning in three Alexandria slayings are missing, according to a prosecutor in West Virginia who called the man "a danger" and asked a judge to return him to the Commonwealth.

The prosecutor made his remarks in a hearing for Charles Severance, an Ashburn resident arrested Thursday in Wheeling, W. Va.

While being held on a Loudoun County warrant involving weapons charges, Alexandria Mayor William D. Euille has called Severance a “person of interest” in the Alexandria slayings.

Ohio County prosecutor Scott Smith told the judge Virginia authorities want Severance "in connection with three murders and they believe he is a danger to the public," according to WTOV-9, a Wheeling TV station.

The revelations were made Monday morning at an extradition hearing for Severance.

The judge granted a request from the prosecutor, who asked that Severance be held without bond, according to WTOV. Severance is fighting extradition to Virginia.

The prosecutor said that Severance is a "flight risk" and showed a photo of Severance holding his passport outside the Russian Embassy in Washington, D.C. His court-appointed attorney told Severance not to answer any questions, WTOV reported.

Gov. Terry McAuliffe is expected to issue a warrant for Severance's arrest.

Another hearing is set for Wednesday at 1:30 p.m.

Severance, described as a “person of interest” in the slaying of Ruthanne Lodato

Severance, 53, an eccentric former Alexandria mayoral candidate, came to the attention of investigators through tips into the February slaying of Lodato, the 2003 killing of real estate agent Nancy Dunning and the November slaying of regional transportation planner Ronald Kirby.


Last week in Wheeling, Magistrate Joe Roxby set bond at $100,000 during a video arraignment.

"I want a lawyer," Severance told Roxby, according to The Intelligencer / Wheeling News-Register. "I want to stay here. I want to fight extradition."

Severance has been living in Loudoun County, and a neighbor told the Post he saw authorities at Severance’s home for nearly six hours Wednesday night.

The man who may be a possible suspect in three high-profile murders in Alexandria made his first court appearance in Wheeling, W.Va. Inside the county courthouse, the prosecutor said although he hasn't been charged, authorities in Alexandria are looking into whether Severance is connected to the three murders of Ruthanne Lodato last month, Ron Kirby in November 2013 and Nancy Dunning in 2003.

The man who may be a possible suspect in three high-profile murders in Alexandria made his first court appearance in Wheeling, W.Va.

Charles Severance was in the courtroom on an unrelated charge Monday morning.

Inside the county courthouse, the prosecutor said although he hasn't been charged, authorities in Alexandria are looking into whether Severance is connected to the three murders of Ruthanne Lodato last month, Ron Kirby in November 2013 and Nancy Dunning in 2003.

The prosecutor said Severance is dangerous and a flight risk.


Prior to the hearing, Severance, shackled at the ankles and wrists, looked calm and was even smiling during conversations with his lawyer.

But once the judge arrived, he did not speak and defense attorney Shayne Welling refused to confirm his client's name.

“Let’s not lose sight of the fact that this person alleged to be Mr. Severance is only here for purposes of determining whether or not he should be extradited to Northern Virginia to face a charge of felony possession, and anything else that’s collateral to that should not be considered by this court,” said Welling.

Severance is facing a weapons charge in Loudoun County, Va. Alexandria Police have not filed any charges against him, but prosecutor Scott Smith brought up a possible connection to the shooting deaths of Lodato, Kirby and Dunning.

“He's being investigated by authorities in Alexandria, Va., regarding three homicides,” said Smith.

Smith also said, “When the defendant was advised of the investigation and authorities wanted to speak to him, he first tried to turn himself into the Russian Embassy for asylum and that was denied.”

Smith submitted photos of Severance outside the Russian Embassy in D.C. on March 7. In one picture, you can see him holding a passport. Outside of courtroom, the prosecutor said it shows he could be willing to leave the country.

“I believe he's dangerous, he’s a danger to the public, and a flight risk,” said Smith.

Severance is now being held without bond and the judge ordered a bond hearing for March 19, with a status hearing within the next couple of weeks.

The prosecutor says if the extradition moves forward, it could be a month and a half to two months before Severance is returned to Virginia.

The defense denied to comment to the media.

WASHINGTON - The man who may be linked to three high-profile unsolved murder over the past decade in Alexandria will be back in court on Wednesday.

Charles Severance is being held in a West Virginia jail without bond on an unrelated gun charge.

We’re taking a deeper look at Severance 18 years ago when he ran for Alexandria mayor.

Whether talking with neighbors who have encountered Severance or to people who knew him in Alexandria’s political circles, we typically hear the same thing: he's kind of an odd guy and hard to figure out.

Wearing dark sunglasses for part of his Alexandria mayoral debate appearance, Severance's physical appearance back in 1996 is a far cry from his current bearded appearance.

The 53-year-old was arrested at a public library in Wheeling, W.Va., last week on an unrelated felony gun charge and was ordered held without bond during his extradition hearing Monday.

The prosecutor said Severance may be linked to the murders of Ruthanne Lodato, Ronald Kirby and Nancy Dunning, but he hasn't been charged.

As the investigation continues, we're starting to get a window into Severance's political past.

“I never thought he was dangerous,” said Katy Cannady of the Alexandria League of Women Voters. “He seemed fairly harmless. He would switch over into Spanish every few minutes.”

Her chapter of the Alexandria League of Women Voters hosted the 1996 mayoral debate Severance participated in as an independent candidate.

In broken Spanish, he mentioned God at one point. And in English, he ranted about mental health issues.

Severance was never considered a serious candidate when he ran in 1996 and again in 2000.

“Well, we all felt so happy and relieved when it was over and congratulating our poor moderator for keeping a straight face through all of that,” said Cannady.

Severance refused a request from a studio photographer during that 1996 debate to take off his sunglasses, but he eventually did.

Severance has a bond hearing Wednesday at 1:30 p.m.

The prosecutor says he will ask that Severance continue to be held without bond, calling him a danger and a flight risk.

This guy is obviously nuts based on his website.

He probably has a public defender assigned to the case. The PD has an obligation to tell suspect all of his options, one being to fight extradition.

There are really no solid legal grounds to fight an extradition order unless the charges are really bogus, badly filed or if it's to a country where a fair trial is likely or torture likely.

My guess on severance is that he will fight everything and anything, just because it's his crazy nature. He seems the type to file frivolous legal briefs and be held in contempt for disruptive behavior.

If I was LE I would totally play into the angle of giving him a sounding board to "right all the wrongs" etc and let him hang himself.

Investigators from the FBI and the Alexandria Police Department have been searching two bodies of water this week in locations with connections to Charles Severance, a man being held on a weapons charge in West Virginia, according to the FBI.

Severance is awaiting an extradition hearing scheduled for later this month; police investigating three high-profile homicides in Alexandria want to talk to Severance.

The three homicides that Alexandria police say could be connected are that of Ruthanne Lodato, Ron Kirby and Nancy Dunning. Music teacher Ruthanne Lodato died Feb. 6 after she was shot by an intruder who knocked on her door. Ron Kirby died in November after he was shot at his home in Rosemont; Dunning died in 2003 after she was shot in her home in Del Ray.

The pond and creek searched by police are located outside of the Alexandria area, an FBI spokeswoman said Wednesday.

One location is a pond in Oakton near the home of Charles Severance's parents.

The other body of water searched by investigators is near Severance's home in Ashburn.

"We were out there searching a pond as part of our assistance to Alexandria," said Jacqueline Maguire, public information officer for the FBI.

Severance is being held at the Northern Regional Jail in Moundsville, W. Va., on $100,000 bond. His attorney asked for the hearing to be pushed to April 24; it's scheduled for April 23.

LEESBURG, Va. (AP/WUSA9) - A judge has denied a gag order as requested by the lawyer for a Loudoun County man who is wanted for questioning in the shooting deaths of three Alexandria residents.

Charles Severance is in jail awaiting trial in Loudoun County on a firearms charge. But his case is attracting attention because Alexandria Police have said they want to ask him about the unsolved shooting deaths of three city residents going back to 2003. Severance has not been charged in those shootings, and police have not named him a suspect.

The next scheduled bond hearing is on Friday

Alexandria Police said Wednesday they will narrow their murder investigation of Nancy Dunning, Ron Kirby and Ruthanne Lodato to a single suspect.

Officials have narrowed their investigation of three high-profile murders of Nancy Dunning, Ron Kirby and Ruthanne Lodato to one suspect whom Alexandria Police are now calling their "primary focus."

The news comes one day after the longtime girlfriend of suspect Charles Severance, 53, testified that she had never known Severance to be violent or use a gun. Linda Roba said she bought two .22-caliber revolvers upon Severance's suggestion and he had access to the weapons since the two began living together in 2011. Based on her testimony, Loudoun District Court judge ruled Wednesday there was probable cause to charge Severance with possession of a firearm by a nonviolent felon.

No arrests have been made relating to these crimes, but the Department said Wednesday Severance is the primary focus of their investigation into the slayings of realtor Nancy Dunning in 2003, transportation official Ronald Kirby in 2013 and piano teacher Ruthanne Lotado in February.

Charles Severance came to the Department’s attention shortly before his arrest in West Virginia through a tip. Testimony in Wednesday's hearing revealed officials investigating the murders were considering Severance as a suspect as early as March. Alexandria Police have yet to find the two revolvers and have not disclosed any evidence linking Severance to the slayings.
