The U.S. government has mistakenly granted citizenship to at least 858 immigrants from countries of concern to national security or with high rates of immigration fraud who had pending deportation orders, according to an internal Homeland Security audit released Monday.

The Homeland Security Department's inspector general found that the immigrants used different names or birthdates to apply for citizenship with U.S. Citizenship and Immigration Services and such discrepancies weren't caught because their fingerprints were missing from government databases.

DHS said in an emailed statement that an initial review of these cases suggest that some of the individuals may have ultimately qualified for citizenship, and that the lack of digital fingerprint records does not necessarily mean they committed fraud.

The report does not identify any of the immigrants by name, but Inspector General John Roth's auditors said they were all from "special interest countries" — those that present a national security concern for the United States — or neighboring countries with high rates of immigration fraud. The report did not identify those countries.

DHS said the findings reflect what has long been a problem for immigration officials — old paper-based records containing fingerprint information that can't be searched electronically. DHS says immigration officials are in the process of uploading these files and that officials will review "every file" identified as a case of possible fraud.

Roth's report said fingerprints are missing from federal databases for as many as 315,000 immigrants with final deportation orders or who are fugitive criminals. Immigration and Customs Enforcement has not reviewed about 148,000 of those immigrants' files to add fingerprints to the digital record.

The gap was created because older, paper records were never added to fingerprint databases created by both the now-defunct Immigration and Naturalization Service and the FBI in the 1990s. ICE, the DHS agency responsible for finding and deporting immigrants living in the country illegally, didn't consistently add digital fingerprint records of immigrants whom agents encountered until 2010.

The government has known about the information gap and its impact on naturalization decisions since at least 2008 when a Customs and Border Protection official identified 206 immigrants who used a different name or other biographical information to gain citizenship or other immigration benefits, though few cases have been investigated.

Roth's report said federal prosecutors have accepted two criminal cases that led to the immigrants being stripped of their citizenship. But prosecutors declined another 26 cases. ICE is investigating 32 other cases after closing 90 investigations.

ICE officials told auditors that the agency hadn't pursued many of these cases in the past because federal prosecutors "generally did not accept immigration benefits fraud cases." ICE said the Justice Department has now agreed to focus on cases involving people who have acquired security clearances, jobs of public trust or other security credentials.

Several members of Congress criticized the Obama administration Monday in the wake of Roth's report, though the report suggests that the gaps extend several years earlier than the Obama administration.

Chairman of the House Homeland Security Committee Michael McCaul said ICE should quickly investigate all of the cases at issue and ensure that all immigration fingerprint records are digitized in short order.

Mistakenly awarding citizenship to someone ordered deported can have serious consequences because U.S. citizens can typically apply for and receive security clearances or take security-sensitive jobs.

At least three of the immigrants-turned-citizens were able to acquire aviation or transportation worker credentials, granting them access to secure areas in airports or maritime facilities and vessels. Their credentials were revoked after they were identified as having been granted citizenship improperly, Roth said in his report.

A fourth person is now a law enforcement officer.

Roth recommended that all of the outstanding cases be reviewed and fingerprints in those cases be added to the government's database and that immigration enforcement officials create a system to evaluate each of the cases of immigrants who were improperly granted citizenship. DHS officials agreed with the recommendations and said the agency is working to implement the changes.

Why is it when the Democrats do something that they want done but refuse to follow procedures, abide by the requirements, and adhere to the law, they just call it a mistake. Or, they will just say how it's alright because of actions by prior administrations. If the rules were not followed, then rescind the paperwork until these things are done. Remove the supervisor's responsible for oversight, and take appropriate actions on the others who allowed such a dangerous breach of security. Most likely, those that pulled this off will be disavowed, and quietly rewarded with some other position in the administration. The other question that comes to mind is who were these people allowed unfettered access to our streets? And yet liberals will continue to tout Hillary's fitness and superiority to lead America due to her tenure as Secretary of state for this administration. If this "mistake" is an example of the Obama administration's commitment to our security, It would seem this assertion may be flawed.

You're just what I expected. The current administration gets a pass for anything, because they are Democrats. This is why we are in a situation where the government is not accountable for anything. I never said that I supported the Bush administration. I simply expressed disappointment with a comment that deflected responsibility for this potentially dangerous action 8 years into the Obama administration.   This is part of the reason that nothing will improve in the Democratic party as long as they refuse to acknowledge shortcomings by deflecting responsibility. You know, the exact thing they accuse Trump of doing? You're not alone in your highlighting  of a mistake that was made. The key is to acknowledge them, then to fix them.

Anway, let's get to business. Islam is now a problem in Europe and the USA. Moderate Muslims need to step up to the plate and weed out these terrorists that attend their same mosques.

Obama wants none of it. He is an abysmal failure. His foreign policy is in the toilet. And, notwithstanding the Liberal Media reporting that he has a 59% approval rating, most Americans think he's the worst President in history.

Obama wants as many Muslims as possible to enter America, because Obama believes that the current America is disgusting, and Muslims can help even out the situation.

Meanwhile, Muslim after Muslim are on video Hating America. Obama's Muslims, his sons, hate America.

I'm looking for real Muslims who will stand up, and announce that Obama is counter-productive in this effort.

Obama announced who Muslims have to vote for. But in my eyes, any Muslim who votes for whomever Obama dictates is a cheeky non-American.

Real Muslim-Americans should vote Republican this year.

Washington (CNN)The number of individuals who were supposed to have been deported but were instead granted citizenship is far higher than was initially reported by media covering the Department of Homeland Security Inspector General's office report on the matter.

On Monday, the Inspector General reported that 858 individuals from "special interest countries" -- meaning countries that are considered to be "of concern to the national security" of the US -- were supposed to have been deported but were instead granted US citizenship.

But the truth is the report is even worse than reported, with more than 1,800 individuals naturalized who should have been deported from the country.

A reason for the underplaying of the number may have been the report's focus, which was whether the US Citizenship and Immigration Services was using digital fingerprints effectively. The Inspector General determined that the agency granted citizenship to 858 individuals who had been ordered deported or removed under another identity but "their digital fingerprint records were not available" during the naturalization process.

But a footnote on page one of the report also states that there were, as of November 2015, an additional 953 individuals about whom the Inspector General couldn't determine if there was a problem with the fingerprint records specifically, but also should have been deported. This other group consisted of members of a slightly broader classification, from countries of concern as well as from neighboring countries where there is a history of fraud.

That amounts to a total of 1,811 individuals granted citizenship who should not have been.

The Department of Homeland Security responded to the report, saying it would review all 1,811 individuals "out of an abundance of caution."
Monday's report drew condemnation from many Republicans in Congress, including Sen. Ben Sasse, R-Nebraska, who said "a bureaucracy that blunders so badly is one that doesn't take our national security seriously."

The White House said Tuesday it's "clear" some systems need improving following a glitch with DHS' fingerprint system that led to hundreds of people inadvertently being granted citizenship.

"It's clear there needs to be an improvement in terms of digitizing some of the fingerprint records," said White House spokesman Josh Earnest. "Additional progress would have been made if additional resources had been appropriated by Congress."

He said the Obama administration "certainly takes seriously the consideration that is made in terms of protecting our national security in terms of our immigration system."
