France and a number of other countries have been exclusively taking in Christian refugees in order to stem similar outrage. They've done this by simply "adopting" whole towns and villages that have been overrun by ISIS. I'd make a plug for that if I was in Rutland.

Dumping 100 Syrians into a dying mill town in the middle of Vermont will be extremely beneficial to the current residents.

2. Higher rents for slumlords, Section 8 check always comes!
3. Potential for some cheap labor (unfortunately Muslims are a bit work shy)
4. Jobs for social workers and government agents of all stripes
5. Diverse enrichment. That town is TOOO white, bigot
