I was driving home today and I was driving behind this big black truck from the Fairfax County Police that said incident command on it. There are a bunch of things all over it... Antennas and whatnot. What is that thing?

It's a mobile command center. They can drive it to something like a barricade or hostage situation. These trucks are equipped with telephone, radio, audio/video equipment, cellular and satellite communication technologies, closed-circuit video to survey an area, and could also include thermal imaging or infrared cameras.
