Are all these helicopters preparation for Civil Emergency?

My fiancé's mother is a high powered lawyer for one of global banks, she was just issued a "Disaster" kit for a breakdown in basic services. With this area only having a 3-day foot supply, I'm worried how I and my loved ones would survive if STHF in this area. How screwed would we be? Will people eat each after a few days of no food?

Ummm. Would that bank be the one located around Foggy Bottom? The same one that gave it's employees a meritorious day off on Sept 11, 2001?
