Climate change is here and action in finding solutions is needed now. In response to climate crisis, the Fairfax Alliance for Climate Solutions is organizing, along with other faith groups, to promote climate-change solutions. We are a growing faith alliance that views finding climate solutions to be a moral, spiritual responsibility to future generations.

There are many areas in which Fairfax County leads; however, when it comes to climate change solutions that is not yet so. Fairfax County has the resources and know-how to be a leader in climate change solutions; the Faith Alliance wants that to happen. The county Board of Supervisors can take steps now that will save taxpayers money, make energy use more efficient while enhancing the quality of life and economy for all County residents.

Like many groups within the county, including the Chamber of Commerce, the Faith Alliance supports the county supervisors’ encouragement of public, private and community projects which demonstrate use of local alternative, renewable energy. Thus we support rapid approval and permitting for the Lorton Green Energy Triangle. By its location just outside the nation’s capital, LGET would be the first of its kind in the U.S. using a mix of renewable energy — solar, geothermal, wind and recovered methane gas — to provide for county facilities energy needs. It would be a showplace for innovation. Reconstituting Chairman Bulova’s Private Sector Energy Taskforce could mobilize the creativity of the private sector in developing such innovative, profitable solutions such as LGET. We support approval of EnviroSolutions Inc.’s application now before the supervisors.

The Faith Alliance also calls upon the county Board of Supervisors to commit to increase energy efficiency in county-owned buildings by 25 percent over the next three years and to lead by publicly reporting the energy consumption of all county-owned buildings by the end of 2014. This could include a challenge to commercial and private homeowners to reduce their carbon footprint as well.

As Fairfax County doesn’t yet have an integrated environmental management program, Faith Alliance supports establishment of a centralized environment and climate office with the authority to coordinate the actions of individual County agencies. This includes promoting business and citizen engagement to protect the environment, promote innovative solutions to climate change, and energy efficiency and energy conservation. Doing so will save taxpayer money.

The Faith Alliance calls for greater energy efficiency in commercial buildings via LEED certifications and support LEED certification as a requirement rather than something to “strive for.” A late evening drive along Interstate 66, the Springfield Interchange or the Dulles Toll Road shows bright illumination from unoccupied office buildings and parking structures. We recommend, for new construction, the county develop a proffer system to encourage public energy tracking and benchmarking.

Fairfax County has the resources and know-how to be a leader in climate change solutions. Let’s begin with steps that save taxpayer money by focusing on energy efficiency and conservation. Let’s approve the Lorton Green Energy Triangle proposal. Such actions will aid in furthering and supporting climate solutions as well as Fairfax County economic growth.

That doesn't do any good. Foreigners visiting the United States are allowed to drive, with their own driver's licenses from abroad. alot of these illegals still carry their licenses from their country of origin and many of them do not have expiration dates.

Friends, on Monday, June 24, I attended the Citizens Climate Lobby Conference at which Dr. James Hansen was the Keynote speaker followed by Dr. Shi-Ling Hsu speaking to “The Case for a Carbon Tax.”

Each was inspiring; each was informative; following are some of their thoughts, beginning with Dr. Hansen. He opened with the following ethic, spirit or attitude for underpinning our service as climate activists:

1. “We are a people’s army and our armor is: a) truth, b) nonviolence; c) respect and admiration for those who would oppose us - but not giving in, d) our battle is for ALL of life…We are the Calvary; we are going to win and there is no choice about it…People are afraid and congress doesn’t talk about it because of fear; people are in the grip of fear and it is love and appreciation that will overcome the fear. Force is the slowest way to break through fear…we are heroes for all of life and all life is calling us…
2. We are beginning to have impact, its going to happen, and we have to bring in everyone…It is solvable but we are running out of time and have to do it now. …Because we aren’t counting aerosols in the math we don’t have correct numbers of forcing of global warming…The fossil fuel industry is influencing other countries policies as well as policies in US…
3. There is a knowledge gap between what is understood (scientists) and what is known (public)…planetary emergency…Intergenerational injustice: our parents did not know their actions could harm future generations; we will only be able to pretend we didn’t know..” June 23 marked the day 25 years ago that he first testified on Capital Hill about the greenhouse effect and global warming.
4. Have to enlist conservatives; they may be more open to a carbon tax and dividend – smaller govt.

Dr. Shi-ling Hsu, author of: “The Case for a Carbon Tax: Getting Past our Hang-ups to Effective Climate Policy.” His 10 reasons for favoring a carbon tax:
1. Economic efficiency
2. Respects state initiatives
3. Administrability and measurement is easy
4. International coordination
5. Revenue raising
6. Government should not pick winners…”Governments are bad about picking winners but losers are good at picking governments.”
7. Capital neutrality – supporting industries distorts markets; “The problem with subsidies is we are buying things that are hard to get rid of..”
8. Need a stable price signal to encourage technological change
9. Broad price signal to encourage technological change
10. Last is a repeat of the first; economic efficiency.

In making the case for carbon tax, need to make a carbon tax seem smart – the smart thing to do; and, make people feel good about a carbon tax.
Ended with question: What would we miss on the planet if climate change takes effect?

You are 100% right Jean. Here in Fairfax county we need to find a way to impose a tax penalty on any resident who does not make certain energy efficient upgrades to their homes we also need to ramp up property taxes on vehicles that get less than 30 miles per gallon.

Dave & Jean, I COMPLETELY AGREE with you on this. We should push legistlation to fine any polluter, energy waster, or anyone who doesn't stop to help a pedestrian in need. I'm thinking a $5,000 fine per violation. What do you think? God, I ashamed to call myself a Northern Virginian these days.
