Why is there a police helicopter circling above the woods around Lake Fairfax and the Cedar ridge/Colvin Woods neighborhood?

Six juvenile delinquents surrounded and robbed a 71 year old man in the McDonalds parking lot off Whiele in broad daylight. Fairfax county police caught them but the Lieutenant let them go. For some reason it is not on the police blotter
