Why in places with high foreigner population blacks & whites at odds?

Atomization prompted by foreigners sticking to their kind and it being copied? "Liberals are the real racists"? Class or economic divide? University brainwashing? All of the above?
In the South less foreigners but more poverty across the board, crime stats racially the same, more intense ghettos in some places even but with the early millennials on up just humans interacting based on personalities not race divides EVEN THOUGH some places blacks are in their own areas exclusively. This is why some Southern whites say "our blacks" which gets misunderstood as slavery holdover when its to differentiate from white-hating Northern bougie ones.
