After police refused to make the internal affairs file available to Commonwealth's Attorney Raymond Morrogh, the prosecutor passed the Greer investigation to the Justice Department.

FCPD called me like 10 times while they were en route to my home. I finally picked up, they were very vague with me, They asked if I had any weapons (even though I own many) I made sure to say NO. Even then, they went overboard and fucking set up shop in my neighbors home pointing rifles at me while i exited my home. Swat team and all came, had many blocks all around my home closed off.

They are a bored crew, just waiting around for some action. Anything to break the monotony of giving out speeding and tint tickets.

If you're home is swatted, you will get multiple calls from FCPD, I recommend you RUN the fuck out of your home to your neighbors if it ever happens to you (assuming you pick up the first calls from FCPD), if you miss the calls and they show up just get ready for a arm workout, arms up north for 20 minutes. Running over to my neighbors home would have been the least traumatizing route if I had known.

That’s disturbing. I believe you when you say they are bored and overzealous. I’ve thought that myself just seeing how they jump on a minor incident with such fervor. The sheer number of cars makes you think the entire shift is responding cause they don’t have anything else to do It's just comical. But there is nothing funny about police abuse and harassment of citizens because they are gun owners. That type of behavior is alarming, to say the least. Their motives are obvious and should strike fear in every one of us.

Remorse is not a factor when determining the appropriate charge.

At what point are police supposed to do MORE than an average citizen could/would do?

In other words, could an average citizen have stood 20 feet away, and shot the guy in the chest if/when things got "hairy"?

As those who are paid to "protect and serve", are these heros expected to put themselves at bodily and mortal risk and/or read a situation better so that risk of harm to citizens is minimized? In many instances, does this include protecting a deranged citizen from themselves?

Otherwise, in this instance, does it appear that they did what a few neighbors armed with guns could have done themselves?

Is there an expectation that these paid pros handle these types of situations better, before, during, and after?

If not, why not?

There are more plain old racists in the police force than psychos, but we don't do enough to root out, retrain, or reassign either one. Kudos once again to Ray Morrogh for doing the right thing in this situation. The officer cursed out in the courtroom. Get the Feds involved now. This outburst could say the county is now going to be mad and biased against Mr. Torres. Now he will no longer have an outburst in a Federal courtrrom in Alexandria. Excellent call Ray!

Great point K D. This officer lost his patience in thw shooting and lost his cool in a courtroom. I am leaning on a manslaghter charge with about 3 years prison and a big civil suit against Fairfax County.

Geer was upset his partner of almost 20 years was moving out and taking their daughters with her. He threw some of her belongings out into the yard. He never threatened her. None of that is a crime. She has said multiple times she called hoping the cops would defuse the situation and that "he needed help, not guns pointed at him."

There's a lot of dirt in this case. From the way the FCPD and Bobzien, the Attorney for the County refused to cooperate with the prosecutor and then the US Attorney's office, to how the Board of Supervisors has pretended they have no authority over this even though both of the chief of police and the county attorney answer to them, are appointed by them. The Public Safety Committee headed by Gerry Hyland didn't bother to meet at all in 2014. What the hell have they all been doing besides collecting a paycheck? True Geer had a gun in a holster at his feet, he had shown the gun in the holster to police at the start of the incident. But his hands were up, he did not attempt to access the gun. He was shot in the chest with his hand above his waist. True it is foolish to not obey police Commands. But.

The attempt to cover this up is what's wrong here. And The officer Torres needs to be stood before a grand jury at the least. This was a very bad police shooting at best.

The BOS should fire all the county officals who were involved with the attempted cover up the sooner the better as others have said and stop playing games like they don't have any authority in this matter. Torres isn't the real problem. Everyone in the FCPD knows this whole thing went side-ways. Torres was definitely in the wrong and it sure sounds like he's unstable, but he's just a convenient scapegoat. They're throwing him under the bus:
- Exhibit A: Chief Rohrer mentioned *In Writing* that Torres was "watching cartoons" after the shooting. That wasn't necessary and certain not what you'd do if you were trying to portray your subordinate in a favorable light.
- Exhibit B: One of his fellow officers said: "I'm not trying to throw him under the bus or anything but ..." Most adults know that prefacing a statement like that means that you definitely are throwing someone under the bus.

Fear not however Torres fans. Life won't be so bad for him.
- If he ever goes to trial, it will be another 2-3 years (minimum).
- Until he's convicted, he'll continue to collect a sweet PD paycheck.
- He'll almost certainly get a pension after all of this.
- Torres is not paying his legal fees.
- If he does go to prison, he'll be in protective custody the whole time. His butthole will be safe. The innumerable men who he help railroad in his police career could be getting raped right now, but that's just how the system works.

The real criminals here the cops that failed to go in to stop Geer's bleeding. Whether under orders or not, those men have no balls and no human compassion.
Those real criminals will get off without so much as a suggestion of sanctions. No pay/rank reduced. No grand jury. No loss of pension. No jail time. No media excoriation.

'should' what are you a 3 year old? We are talking about a man being murdered by a cop. The cop 'should' have been able not to murder Mr. Geer. We pay people to do things ordinary citizens can't, won't, or don't want to do.

Everything from scraping dead animals off the highway to putting themselves in harm's way in the military.

It might be suggested that being a police officer falls somewhere in that range, but closer to being in the military, where the risk of harm and even death are part of the job description.

Now, what might be seen as troublesome to some is where a police officer does little more than an ordinary citizen might have done in the same situation...that might include, standing at a safe distance, and shooting if things get a bit hairy.

And, it might be viewed as even more troublesome by some where that paid professional expects more protection from scrutiny and prosecution than an ordinary citizen might receive for the exact same act.

And then it might get even more troublesome to many where that paid professional does in fact get protection from scrutiny and/or prosecution through subterfuge, coverups, deceit...

People might consider that a policeman does need to put himself at considerable risk to protect citizens...even if that includes protecting a citizen from themselves...which may have been the reason the police were called in the first place.

However, this tale demonstrates that some will cause great harm. When you call for help, however, you have no way of knowing which one will answer the call. Maybe it's best not to call the FCPD at all.
