The office of sheriff is a constitutionally-mandated office, and the specific responsibilities are defined by statute.
Remember that the limited role of the Fairfax County Sheriff's office is an exception. In 86 of Virginia's 95 counties, the sheriff's office is the law enforcement agency for the county.
