No one should be surprised by this. These assclowns made the same mistake with the ill-fated parking garage on Church St. That project came in much higher than they "expected," but they had been warned by some in the real estate industry that the initial bids were low balls.

No, next I will weigh in by again noting that you are an asshole. Taxes and public purposes are the provinces of government. One of the things that non-assholes quickly and easily come to understand is that governments at all levels will often not do what one would prefer them to do. Assholes on the other hand can struggle with that idea for decades. You do seem to be one of those.

The nature and purposes of cost-estimates are equally poorly understood by assholes. They are point-in-time snapshots of future likelihoods. That's all they are. By definition, they are apt to change given the passage of any significant amount of time. So go suck on that for a year or two. Come back again once you think you've got it. Fucking moron.

You would not get even a warning for 27 in a 25. There is otherwise very little beyond isolated petty crime in Vienna. On the other hand, being such a great place for families, there are quite a lot of children around, So especially near schools, we ask those driving here to observe the posted speed limits, and we take an aggressive attitude toward those who are not able to respect that request. We have trained goober-profiling officers on patrol who can pick you assholes out a mile away. Stay away or bring your checkbook.

Been living in Vienna for 35 years I have gotten a speeding ticket for 27 in a 25. Perhaps the douche bag mall cop that stopped me was looking for something else and may have suspected that I was DUI or something but when he found me to be clear of any of charges he wrote me the fine. After appearing in court the charge was dropped but had I not taken the day from work to go to court I would have had to pay the fine and court costs. Drive to Giant early on Sunday morning and there is a woman officer that will pull you over to see if have been up all night drinking. "goober profiling" it is.

Vienna is a great place to raise kids with many activities and great schools for families and the town does provide good services for the population just saying that the " Vienna police force" are a bunch of dumb assses and that they need to rely on FCPD anytime something other than speeding or jay walking dose happen in our town.

It's likely that even if Vienna wanted to incorporate as a city, they couldn't. Virginia state law § 15.2-3800 says that a county can be granted immunity from having a city incorporated in its borders if it meets certain conditions, which are laid out in § 15.2-3300 et seq., and Fairfax County meets those conditions.

That being said, the only good reason I can think of for Vienna to incorporate as a city would be to annex Tysons Corner and all the valuable, deliciously taxable property there, but there's been a moratorium on city-county annexations for going on 30 years now which is unlikely to end anytime in the foreseeable future. (See "Virginia's Never-ending Moratorium on City-County Annexations" at http://www.coopercenter.org/publications/VANsltr0112 for a fuller discussion.)

The last city created in Fairfax County was the City of Fairfax in 1961, and it's likely to remain that way.

Within the legal confines of a traffic stop, they have only a very brief time to do that. So they cram scary stuff into the encounter. This is why you think they are assholes. By the way, I'd very much recommend that you take care never to get a DUI. Once you are snagged on one of those, police will subject you to all manner of Abu Ghraib-like abuse and mistreatment for the very same reasons.
