Like anything around here, you'll make more if you have a clearance. In my personal experience, capable AND cleared software engineers do very well in this area.
Where were your internships? Why not get a job there?

Try to look at places that favor (and interview for) actual capability. Microsoft, Google, Amazon, etc. I know they all have a presence in the DC area, but you might find better opportunity with them out west.
It is hard to give actual numbers here because the individual usefulness varies so much and it is all twisted around by clearances.
Since you're starting out, I recommend that you try to get a clearance. You might have to pay some dues and get paid low until you can prove yourself, but those dues are much less if you're cleared.
source: I work at one of the big three listed above. I have interviewed many engineers in my field (not software) and found that all the qualifications are meaningless when they fail miserably at the tech screen and can't answer common sense "how to do any fucking job" kind of questions.
