What's going lately with the helicopters circling I-66 around 123 and 50?

Noticed three flights in a row circling around that area. Odd times of the day (non-rush hour, so not for news-TV)

Rumor is that the local contractor has been doing his thing at the old abandoned property at the end of Phoenix Road.
