You realise there's something more to that 8 to 9% number than pure percentages. You must also account for dispersion and concentration. Say the 8% in 1990 were all in the DC correctional facility in Lorton. Today that 9% is dispersed throughout the County. Obviously that's more noticeable today than in 1990. I'm telling you in 1990, you didn't even see black people around here. I'm giving you just an extreme example, but there are definitely more blacks in the county today than 1990 and it's way more than 1%.
Can you have one serious conversation with the people here without resorting to juvenile name calling. It just makes you look ridiculous.
