If you have neighbors doing this then I'm guess that your property value already has been decreased beyond what a few tomatoes in the yard will matter.

This will absolutely, without a doubt, decrease your property value. A vegetable garden in the front yard is a very serious problem, and is more detrimental to your property value than a foreclose or short sale. We really need to unite and stand up to these homeowners with vegetable gardens in their front yards. Hell, I'd prefer a foreclosed house next to mine than one with a homeowner that's growing veggies in his front yard.
Furthermore, if you think your property is assessed too high, take a picture of your neighbor's house, bring it with you to the tax assessment office and argue your case. There is no way the office would disagree.

This is a very interesting statement. Can an ugly neighbor negatively affect marketability of a home? My vote is yes. If I'm buying a home, and the wife next door is huge and unattractive, I might have to consider other homes. There's no intent on hitting on the neighbor's wife, and no offense to the overweight population but if we're complaining about how vegetables ruin the view from the street, I'd prefer not to see a fat ass watering the plants each time I'm out mowing the lawn.

and perhaps if you weren'tspending all your time worrying about your property vaules, but more time being a friendly neighbor you'd get to share in the fresh veggies

I definitely can't be living next to your low-rent ass then.
Probably be out painting and doing other manual labor and making it look like people can't afford to have illegals do that kinda shit for them.
