The article is pretty brief and doesn't say where exactly in VA these 7-11's are located....

The photo at your link indicates at least one in Norfolk, VA and one in Chesapeake, VA. The map in the photo shows the Norfolk area and at least the following two 7-11s are labeled on the map:

725 London Street, Portsmouth, VA 23704
4701 Taylor Road, Chesapeake, VA 23321

There are two others that I can't find.
