I'm not sure about any place called "the valley" in the District, but "Spring Valley" is the extremely affluent area surrounding American University. Aside from the school, it's mostly residental (with residents like ambassadores, senators, and media personalities). So perhaps these teens of which you speak go there because their attending parties and what not at AU. The clean, tidy well patrolled streets with ample parking remind them more of sweet home Fairfax than the urban gridlock of Georgetown and GW, or the "edgey" neighborhoods that surround Howard and Catholic.

Another fun fact about Spring Valley is that it was used by the U.S. Army for ordnance testing during WWI. So, even in the midst of all that money and power, the pool boys, the grass cutters, and the gardners still come across unexploded shells from time to time.
