Scam Artists w/deposit

Was going to rent a room to this man who gave me a $200 deposit. When it came time to move in, he did not have the rent for the month due and was not able to move in. He came to pick up his deposit, which I refunded without objection. He took it and signed that he received the refund. A few min's later he returned saying it was $80 short. I knew it was not. He went back to the car and his friend came to the door after the $80. I suppose he felt he would intimidate me by asking, what do you think he dropped it in the grass? I told him I already gave the deposit in full back. His response was there was going to be trouble over this. Obviously, they felt they could make $80 off of me today. I am wondering if I should report this to the police?

Be careful of anyone wishing to rent to you with initials O.D. Be careful of receiving a deposit in cash and/or not getting a signed receipt that they did receive the full deposit back.
