It's not faulty. You missed the part about being in Fairfax County. For a high-school diploma holder in Montana, a GS-5 is entry level. This is not Montana, nor even Prince George's. I have personally never encountered any GS-5 living in Fairfax County. In fact I'm not even sure if I ever meet any GS-5 employees (or any under GS-9) at the agencies I have worked.
For a Fairfax County resident a GS-13 is an entry level or low level position, for someone with military or less than 2 years of experience and master's degree or a good quality undergrad education.
