FCPD Threat Evaluation Guidelines

In the future, all Officers should apply the procedures detailed below when evalauting threats. We've made progress in this direction, but it's important that we strive for 100% compliance.
- Attempt to profile the race and intent of the writer.
- If the writer is percieved to be white and Christian, and the target is anything else, then review the complete context of the posting. Generally, it is safe to assume that there is no credible threat.
- In any other case, remove all context from the entire message, and re-evaluate. Err on the side of caution.
Example #1: "I'm going to blow up that mosque."
Clearly, the target is a group of non-white Christians, so it is unlikely that a threat is present.
Example #2: "Allah willing, someone will get hurt at that Catholic school."
The target in this case is a group comprise of mostly white Christians. The mention of Allah is a clear indication that the writer originates from some other group. No other sentence in the post should be evaluated. Proceed with extreme predjudice.
