Passenger Jet Flying in Circles over Chantilly

There was a commercial airliner flying around in circles over Chantilly / Centreville. I have photos and video. The zoomed shot looks like it is a plane slightly bigger than a Learjet, with two engines in the back. Why would a plane be doing this at that altitude? The contrail was just a huge circle in the sky. Is this normal or is something going down?

You didn't mention the altitude but if "low" then perhaps the plane had some minor difficulty and was dumping fuel to get down to landing weight before landing. If it was high enough to generate a contrail then perhaps it is a government job os something like that (like surveying).

From the description it sounds like an MD80/DC9 type of aircraft. If it was, they and most all smaller airliners (including the Boeing 737) do not have fuel dumping capabilities. Most aircraft can land safely when they are at Maximum Take-Off Weight (MTOW). However, if they land too heavy they will need to be inspected before being returned to service.

Also, if it was an aircraft dumping fuel, they would not want to fly low or over a heavily populated area. They would want to be high so the dumped fuel could evaporate before hitting the ground.

Except that they don't hold aircraft over Chantilly. They are usually held away from the airport so that when the hold is over the aircraft can easily enter the approach. If they hold over Chantilly, the aircraft would have to travel away from the airport to then enter the approach or pattern.

Holding patterns are not circular shaped as the OP described. They are shaped like a horse racing track. If you are flying a holding pattern for 10 minutes, you don't want to fly a circle for that long, very uncomfortable for the passengers.
