Is it legal in Northern Virginia have my my zipper open and my dick out with a full-raged boner and go around poking people in the subway station during rush hour in Foggy Bottom?

Uh, Foggy Bottom is in DC, not NoVA. No matter, WMATA police have jurisdiction in DC, MD, and VA. Oh and there are websites where women report all creepy actors on metro along with pix and the WMATA police monitor those sites. Good luck.
