Why didn't 95 get built through DC?

I know there were freeway revolts and the possible destruction of neighborhoods, but they could've tunneled under certain areas like they do with 395.

NIMBYISM really turned the DC area into a traffic nightmare. You see how Georgetown wants the Metro aftet all but being against it back in the 70s.

The 395 tunnel was the beginning of 95 getting built through DC. If you want to see what could have been in DC, check this out:

Many Georgetown residents were opposed to Metro in their neigborhood, but it hardly mattered since a station there was never planned to begin with.

Freeways in Black areas are Ray-cess.

Same reason Congress gave DC home rule, enough race cards got played.
