Multiple Arrests for Unlawful Sexual Conduct Involving Minors

On July 7, 2008 at approximately 10:00 a.m. Town of Vienna Police Officers responded to a residence on Cottage Street, SW in Vienna for an unwanted guest. An uninvited 19 year old Hispanic male was seen entering a home occupied by three young girls ages 10-13. Arriving officers located the unwanted subject hiding in a bathtub within the home. The individual and all involved parties were interviewed. Subsequent to conducting interviews, detectives learned of several events which had occurred in the past involving two of the girls.

Additional investigation revealed that sometime during the month of April, 2008 a then 17 year old male, engaged in Unlawful Carnal Knowledge of a Minor with one of the girls. This offense is a Class 6 Felony and the individual, now an adult, is being charged as a juvenile because of his age at the time of the offense. The individual, currently 18 years of age, was arrested and transported to the Fairfax County Adult Detention Center, formally charged, and held without bond.

Continuing investigation revealed that another adult male, Luis Roberto Portillo Ramos, 20 years of age of Vienna, had solicited sex from one of the girls. He was charged with Indecent Liberties with a Child, a Class 5 Felony. Mr. Portillo Ramos was already incarcerated on an unrelated charge at the Fairfax County Adult Detention Center. He was formally charged with Indecent Liberties with a Child and held without bond.

A third adult male, Jose Narciso Ramos Portillo, 19 years of age, of no fixed address was also arrested and charged with Aggravated Sexual Battery involving one of the girls. This charge is an unclassed Felony punishable by 1-20 years in prison upon conviction. This individual was also arrested and transported to the Fairfax County Adult Detention Center where he is being held without bond.

These fools need to go to jail, and the parents need to lock down their duaghters, since there seems to be a behavioral pattern on their part, considering there have been several instances of them being involved w/ young ADULT males.

Wait, how many older guys are here? Was the bathtub guy separate from the other three guys?

I think we had 1 guy over, and the investigation of this 1 dude revealed that theses pre-teens are whoring themselves out to a bunch of wetbacks. Im curiuos as to the race of the girls.

I'm sure no white American 20 year old males have ever been arrested for hooking up w/ minor girls, right? These assholes, regardless of their ethnicity, need to be locked up! If they are illegals, deport them! If they are legal residents or here on a legal visa, revoke that shit and ship them out also!

He was arrested in conjunction with the earlier incident and charged as a juvenile because of his age at the time of the act, also his photo and name will not be released.

Cottage Street runs almost from Maple all the way down to Cedar Lane, but it is a few streets away from Park & Cedar. I wouldn't say Cottage was 'near' Cedar Park.

Granted, those streets include the (in)famous Vienna Park Apartments.

Flophouses are the result when we insist on paying semi-skilled labor $12-$15 an hour and then insist on restricting just about any housing to people who make $80k and up a year. (Try getting anything in FFX for under $240k that is over 1000 square feet.)

I live near the house in question, and here's what I was told:

The guys arrested had been living in the house off and on. At least one of the girls was being babysat there, as a part of the illegal day care that's been running out of the house.

So you have a bunch of young single guys with no familial attachment to the home, hanging around young girls, and with little to no supervision of the situation.

FYI, my understanding is that Vienna and Fairfax County officials knew that this situation was going on, and didn't step in until now. This makes me sick.

Vienna Police Confirm Illegal Status

Regarding the legal status of the offenders, we believe all three to be illegally in the U.S. and have begun the notification process with Immigration and Customs Enforcement as per our policy.
