Call the police, keep calling the police, and call the police even more. Read up on what local law enforcement deems worthy of a noise violation.

I know the cops have better things to do, but it's their job to keep me from going over to the dog owners house and cracking his skull with my extendable baton.

The dogs cannot help it, it's the owner's fault. Leave the ole mutts alone.

Call animal control. If they can't take care of their dogs and shut them up, then they shouldn't be able to own them.

The problem with calling the police(in fairfax county) is that the cop who gets the call must resent it like it's scum detail. Everytime I call the police they have an attitude like it's below them to respond to such a petty call. I don't pay 19,000 a year in property taxes to listen to some irresponsible dog owner's doggies suffer in the cold barking for hours on end to get back inside. I also have let the fairfax county police know that they are public servants and if they want to give me dirty looks for asking them to quiet the dogs I'll continue to order them to pick up dogcrap that dog owners illegally left in my yard. "Hey you public servant pick up that dog crap now"!!!!!

Call PETA and tell them the dog is being mistreated by its being left outside all day and night without food and water.

You are dealing with a language barrier - Simple solution.

Take a class to learn to speak German, and another for Polish. Once you have mastered speaking the languages, you can then tell the dogs to shut the fuck up.
