are illegal aliens in Fairfax County supposed to be counted in the U.S. Census?

by illegal aliens, I mean all of the following people:

(1) foreign students who overstayed their visas and have no legal status in the US

(2) Central/South American citizens who crossed the US/Mexico border illegally

(3) Canadian citizens who overstayed in the US by more than the legal limit

(4) and all others who are not in the US legally

of course, the number of people in (2) and (3) are the majority of illegal aliens in Fairfax County.

The census counts all people. The point isn't to find out the number of US citizens, it's to find out how many people are in a given area to determine if new roads are needed, sidewalks, schools, etc.

true.... but California is expected to gain 8 or 9 congressional seats because illegal aliens residents are counted in the 2010 Census. is this fair?

I think the census bureau counts everything they can. I have a friend that works for the census bureau and he goes to Chile, Peru and Bolivia and gathers information of how this countries reproduce and develop. I think we count everyone. I supposed we need to have an idea what resources we may need to nuke them all. It takes a lot of skill.

From a theoretical point of view I can see how it makes sense for congressional seats to be based on an unfiltered headcount. You have to represent your town/city/region and more people = more work, even if they are here illegally.

From a practical standpoint, I greatly dislike that the short form was used for the Census this year and that it was not modified to include an "Are you a citizen" checkbox. Illegals should not cause states to gain or lose seats. They aren't citizens, they can't vote, they shouldn't impact voting by being here.

(Art. 1, Sec. 2, Clause 3) of the Constitution: Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons. (Negros) The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law direct...

Statute 2 of March 1, 1790, provided that census marshals and assistants be appointed. The marshals were directed to: cause the number of the inhabitants within their respective districts to be taken; omitting in such enumeration Indians not taxed, and distinguishing free persons, including those bound to service for a term of years, from all others; distinguishing also the sexes and colors of free persons, and the free males of sixteen years and upwards from those under that age.

The act directed that the names of the heads of families be recorded, the number of white males sixteen and older, the number of white males under sixteen, the number of white females, the number of all other free persons, and the number of slaves. Failure of an assistant marshal to make a return, or to make a false return, was punishable by a $200 fine. Failure of a marshal to do the same was punishable by a fine of up to $800. The questions about profession, and other information were not made part of the final census. Census day was set at the first Monday in August, 1790. Failure to cooperate with a marshal or assistant was punishable by a $20 fine...

Nothing here about counting "citizens" vice illegal. It was about white, black, male, female, free, slave, servitude. Now, I know you teabaggers read from fox noise and freedom works version of the constitution which mentions socialists and nazis, but it ain't there.

It was about two things, representation AND taxes. Period

It is interesting to note, originally, representation was based on land owership vice the concept of "citizenship".

Teabaggers are like christians, they believe in selected portions and carefully reworded and re-interpreted to match there current object of hate: brown people and gays.

Take a look at the 1790 Census form - See what it asks

The 1840 added profession and education as well as if you were blind or deaf

The 1850 asked for place of birth

The 1870 asked if you owned property, citizenship and what your address was. I may be wrong, but the 1870 census was the first time an attempt was made to determine citizenship status (ie were you born here?, was your father born here?, was you mother born here?)

Of course those were the socialists days

Yes it's very fair. States like Utah have only a small percentage of the population of say, California, yet both get two senators. There is an over-representation of rural and farm states in Congress which explains a lot of the nonsense that Congress does such as continue to steal from our wallets to pay large agricultural corporations. Like it or not, the illegal aliens help offset this a little bit in our favor. "Our" meaning people from populated states and moderates/liberals.

it's the 21th century and yet they have to use paper survey and/or go door-to-door to count the number of people?

there are social security records, school records, drivers' license records,
tax records....

I had three German friends who visited me for several weeks between March and April. Based on the Census Bureau's criteria, they had to be counted because they were sleeping at my address. Is this insane or what?
