There wasn't any corruption scandal. They were trying to make a change in where the Real Estate Assessment office was managed, currently under the Finance Dept.
Many jurisdictions in Virginia have eliminated both their Commissioner of Revenue and their Treasurer offices. In the old days it was more common to have the positions as forms of checks and balances to ensure money collected, managed and spent were reviewed by different elected officials. In today's world of professional auditors, regular mandatory audits and similar fiduciary changes, the positions are largely redundant. It would actually save the City a significant amount of money each year to eliminate the positions, as they receive 6 figure incomes that are partially paid from City funds.
