I have a couple of old scanners and I don't think I can pickup Fairfax County Police on any of them. Fire, State Police and the Aircraft including the Helicopter you can pickup.
For Fairfax Police you need a more advanced scanner than one from Radio Shack.
If you have $400 to spend I know where you can get one that will work and will still work if Fairfax eventually gets a new radio system. It will also work for the state police when their new system goes online in this area at the end of the year.
For a new one that works expect to pay around $500 from a shop.
I have a PRO 96 and it works great, kind of expensive though.

i have a pro-135 and i love it... it's cheap and does what i need it to do...

teamspeex uses a different audio codec-ish?
so it can't pick up the audio on this particular channel. unless the owner switches up the codecs....forgot the names...
aaaand fcpd is gone to digital trunking soooooooo
no. your[and my] pro95 won't pick up those channels
best place to find frequencies... EMS, VASP, Fire, aircraft, business, railroad, and others are still analog... plenty of stuff to listen to with a decent cheap radio...
