Is Verison required to provide FIOS to every house in Fairfax County?

FIOS has been available on the street next to me for at least a couple years now.(maybe even longer) in fact the house right behind me has it and it's only 100 feet away from my house.

For Reston Peace, I had said if they dd not want to put up an address to just give a street. Being you have nothing better to do at 1:45 in the A.M. I did not see any help fom you. I just happened across this and being a VERIZON employee thought I'd "TRY AND HELP". But you can take it from here, I'll help out when your resting in peace 6 feet down.
