Digital Cable channels

Anybody know how to access more channels through their digital tuner, besides purchasing full digital cable? I can't because the landlord here has the cable in his name, and won't upgrade. I have a DVR with a ATSC tuner, so many of the digital channels like for WRC 4, WJLA etc. all pass through. I get some channels on the upper end of the channel numbers, but they all move around from day to day...

Any ideas?

Steal cable.
