if a child reports a teachers misconduct to a parent and the [arent meets with administration to discuss the problem, then the administration talks to the teacher and the teacher then goes to the students and friends of the reporting child and reveals that he or she reported the misconduct, is that some sort of violation on the teachers part

Well for the schools, they have what is known as the “Student’s handbook of rights” or something of that nature. Usually you can Google it and find it online, because I think FCPS or the schools post them. But to answer your question more directly, I think the answer is “Yes”, if that teacher went back to your kid’s classmates and pointed them out like that. It would be considered retaliation I would think.
