You won't have much luck in this area if you don't know anyone. Everyone is so uptight about their security clearances and keeping their jobs no one wants to even admit they smoke it, much less sell it.
I mean, you can try the old-school way of posting up at places like bars, restaurants, "tobacco" shops, etc and ask around- but the cops go there too (like Backyard) so be careful who you talk to. I'd start with people you already know and go from there.
If you are in high school/college, you should have at least one friend anyways...or someone should know someone.
If you are over say 25, I'd say just grow it or google for online sources (hint: bitcoins/silk road). Asking in this area is not worth the hassle.
If you are TRULY desperate, there are always spots in DC to drive thru where the people standing outside will help you- but the weed is shitty mexibrick but will do the job. Sorry I'm not naming my spots!!!
