This statement is incorrect.
Following his December 1999 conviction in the Virginia Beach Circuit Court for attempted rape, Mwando Michael Amerson was sentenced to 5 years in prison, with all but 10 months suspended. Counting time served, he was released from prison in March 2000.
In October 2002, Amerson was AGAIN ARRESTED and charged with FIRST-DEGREE CHILD SEXUAL ABUSE in Washington, DC. He plead guilty to this charge and was sentenced to 3 years in prison. Because of his conviction in the District, his probation was revoked in Virginia, so after he did 3 years in Federal prison, he then went on to serve the remaining 4 years and 2 months of his Virginia sentence in a Virginia prison.
In short, this guy's got two strikes and has done nearly a dime in prison for sex offences.

It was about 9:30 p.m. Monday, Fentress recalled in an interview Wednesday. He was passing the 500 block of Birdneck Road and heard...
