Cops video tapping day laborers

While heading to my car today I noticed a black SUV with tinted windows parked near my vehicle. Upon closer inspection, I noticed someone inside the vehicle video tapping towards the direction of the day laborers who stand in front of the Safeway on Little River Tnpk. Was wondering if they are county, State, or Federal?

Black SUV could be anyone, but I know the FEDS use a lot of black SUVs.
Since Sheriff Kinkaid has terminated the county's "hold for ICE pickup" policy, the FEDs could have stepped up enforcement.
who knows?

Possibly trying to serve a warrant or maybe even gearing up for a massive roundup. Who knows? I know ICE has been in the area late 2017.
