Traffic signal at Orchard and 123 under construction.

Can anyone figure out what the one-way traffic signals under construction are intended for on southbound 123, at the Shell Station, just north of Fairfax Blvd (Rt.50)? They are only in the southbound lanes, at the intersection of Orchard Street, where the Bombay Bistro restaurant is. Orchard St, there, is a dead end, with almost no traffic, so why a traffic signal is going there, on 123, is puzzling, particularly since it is on only one side of the road. I can't find mention of the signal at all in the official documents that the city has put out for all that construction there (which seems just endless, and never stops).

There's a car dealer storage area at the end of Orchard.

Maybe they are temporary to keep folks in the correct lane while they continue their cluster fuck of “road improvements"
