Why does the DC area attract so many assholes from other states and other countries? Well, I don't know about D.C and the other surrounding counties, but as a grateful refugee of Fairfax County (gone for 32 years) I can attest that they don't need to import any more --- they seem to breed plenty of their own! I do, however, suspect that the other jurisdictions up there do the same.
Seriously, anywhere that offers obscenely high salaries and exaggerated home values artificially inflated by hyper-draconian zoning and homeowners' associations is going to attract assholes like a turd attracts flies. In this case, the turd may be gilded . . . but it is nevertheless a turd.
This isn't "trolling"; this is truth, stated unvarnished by a native who sincerely wishes he had never seen the place.
