Maybe the "Child porn" was his 16 year old GF, and I'll admit that it's not as bad as if it were an actual "Kid", but this guy obviously had issues and acted like a real idiot. That has nothing to do with Pit Bulls. Any infant can easily become the victim of a dog attack, and for various reasons. Many dogs have high prey drives for instance, and they'll see an infant they don't know very well as a potential meal. It would obviously be automatic grounds for dismissal if it was a different cop, for two reasons: - The citing officer must show up in court (Most of the time they do). and - A whole load of other reasons (Forgery, lying under oath, an ethical violation, possibly contempt, etc.). Reston is having a major problem with the same thing. Even the Columbia gas pipeline right-of-way looks like a wild field of weeds, and it makes for great Copperhead territory (I know a lady who was recently bitten by one on the path). I wouldn't worry about it so much on highways like I-95, because it seems that they usually consider increased speeds when doing work there. However, It's better safe than sorry, especially if your tire catches a groove or edge funny, and worse yet if you have performance low-pros where it can really jerk the wheel from you. Around that time-frame someone I know saw a group of teens throwing garbage into the roadway on Wiehle Ave. They didn't see the rock throwing incident, but it's sort of logical that it was the same group of assholes behind it. The only place I can imagine cyclists being excused for riding in the middle of the roadway would be over in Great Falls/McLean, where there isn't a single path or walkway alongside many of the roadways.
