If that were the case then why not buy out the leases to expedite the redevelopment. If i were a tenant i would accept it, then move somewhere with an anchor. Most leases for those stores are only 5 years. That shopping center has been a ghost town for longer then that.

For aguments sake lets say Zorn is actually calling the correct plays, and if executed correctly, that play would work. However, since the plays being called are not executed correctly, running lanes don't open up, balls are dropped, and passes are over thrown. Maybe the state has enough foresight to realize that legalizing pot will only increase the number of intoxicated drivers on the road and thus is a safty issue. Someone who is high, will inevitably get in a car and drive, much like a drunk, for one reason or another.
