I bought a used car last year with one of those stickers on it. I knew what it was, so I left it on. A few months ago I was driving in Herndon when a cop (who was driving behind me and still noticed my inspection had expired a week prior) pulled me over and wrote me a ticket. In other words, the stickers are worthless. I'm a clean cut guy who could easily pass for a cop, but he never inquired.
