If traffic is backed up and crowded and other cars pull over to look at a wreck to see if they can help, how are emergency response vehicles supposed to land on the scene? In this specific case, what could another driver have done besides get in the way of the response? In any case, people did stop and became pedestrian targets of distracted drivers swerving into the shoulder lane.
