I don't understand all the controversy over this. Just because the phone rings doesn't mean anything. When you call someone's cell phone the network starts searching for their location while the phone rings. If it can't find them on the network it rolls to voicemail.

The 2009-2010 winter was worse IMO. We had three blizzards that year that dropped 16-20 inches each; 2 of those within a few days of each other. I remember the snow-pile under the parking deck at Tysons II was still there until mid April.
