I don't buy it. It's a lot easier to focus on an IQ test when you don't have to worry about having your throat slashed on the way to and from the test (like in Sierra Leone). These Roads are always roads to nowhwere. Look at the Fairfax County Parkway. Where does that go? From 95 to Route 7. Sounds like the new road will go from 66 to Route 7. It will take a lot of pressure off of 28 too, which, despite going from nowhere (Manassas) to Route 7, is massively packed most of the time.
