The SO is a Fairfax County Civil Service office which is contrast to the other Sheriff Offices state wide. The Sheriff for some reason has to abide by the County's Civil Service Code. It is not Stan Berry's fault since he cannot hire and fire upon his own like the other Sheriffs. Stan Berry has been a decent Sheriff since obtaining the office.
