Talk to the landlord. There are very specific rules set out in leases about this. Everyone who lives there is supposed to be on the lease, and there is a formula they use to determine overcrowding. For each bedroom you can only have x non related people but I don't know the exact number.

Wow, I forgot that guy was around here. For those who haven't seen this guy on the show or don't remember it: He walked in to a house where he was going to meet a 13 yr old boy/girl for sex COMPLETELY NAKED. I think the most likely answer is the batteries are dead at whatever junction my neighborhood's lines goes through. I found several usenet posts where this was the case. Next time I see a vz truck in the neighborhood I'm going to ask them about it.
