So the real question is, how many calls had delayed response due to the reduction in servicable units? If nobody was sitting around waiting for an ambulance, perhaps those units really weren't needed. Either way, nothing like Public Service Unions arguing that regulations require a certain level of staffing when actual demand doesn't necessitate the required manning.

From the news release: "Task force detectives were working with Montgomery County Police when officers from that department observed the suspect commit a criminal offense in the Potomac area" This sounds to me like the FCPD chased the guy for months with out catching him, and Montgomery County Police were able to catch him during a donut break... with out even letting their coffee get cold. The fuel was only worth $40 million to the government, probably at like $1k a gallon or something crazy like that. So he stole 40k gallons of gas (15 trips at about 2500 gallons per trip), and sold it on the black market for $2-$3 a gallon, I'd say his cut was pretty good. Still, not exactly a lucrative business venture considering the risk equation.

Slightly off topic, but "laws" and "prosecution" don't stop anybody from doing anything. This is a cultural issue stemming from bad upbringing and morals. The legal system is a result of a common cultural ethos, not vice versa. Just because something is "wrong" doesn't mean it should be "illegal"
