I could see one of the college towns winning the race maybe Blacksburg, Charlottesville, or even Harrisonburg. Those cities have turned blue and have a strong conservation, hippy element. Blacksburg was a town that fought a Wal Mart tooth and nail. I could see it there. As someone mentioned Falls Church is a good guess too.

Tolls are probably a more capitalistic way of paying for roads than the income tax. You pay for usage. Not very convenient however... And as a native Virginian I've always thought them daggummed Yankees had all the toll roads and VA didn't have many at all.
