Sounds like the water isn't leaving the foundation area. We had that problem after fixing sump pump. Five years after we moved in, our (unfinished) basement flooded; pump was dead. Once we replaced it, back yard turned into a swamp, so I think it had been dead the entire time. Routing the outflow away from the foundation cured it.

Alas, y'all appear never to have had a really good bagel. That doesn't make your list invalid, just that it's like comparing Domino's vs. Pizza Hut -- neither is really good pizza, and none of those joints make decent bagels. We had this done 25 years ago, by a licensed drainage contractor. And yes, a 2" pipe was plenty to handle downspouts from one side of the house AND sump pump outflow. The bad news is, I've been informed by the same contractor that the County no longer approves permits for this.
