I think this shooter is a copy cat of the DC sniper but doesn't want to kill anybody. He wants 15 minutes of fame. All of the attacks took place night so doesn't seem like he really wants strike terror into any place. Maybe he has the weapon built into a vehicle. He drives by and takes pot shots.
